Flexible Packaging Industry: Addressing Workforce Issues Report
FPA commissioned the Flexible Packaging Industry: Addressing Workforce Issues Report which was prepared by the National Association of Workforce Boards. FPA surveys indicated members saw labor as a key issue for converters, specifically, most manufacturers cited their difficulty in finding skilled, qualified labor while others cited trouble keeping talented staff, problems with turnover, wage pressure, and the lengthy period needed to train qualified operators. In response to these issues, the report focused on four potential strategies for addressing the skill shortages:
- Developing apprenticeships
- Hiring veterans
- Hiring from overseas
- Developing regional programs involving industry, workforce and education partners
Each of the four initial strategies are addressed separately in the Report. The Report includes a variety of resources available to assist in further developing the strategies.
