State of the U.S. Flexible Packaging Industry Report
The FPA State of the U.S. Flexible Packaging Industry Report (SOI) is published annually and is considered by many to be a definitive source of information for anyone involved in the converting, supplying, purchasing, tracking, reporting on or investing in the flexible packaging industry. The contents of the SOI provide a comprehensive view of the total U.S. packaging and flexible packaging segment of the industry: data on industry growth, mergers and acquisitions, the U.S. and global flexible packaging industries, imports and exports, issues and drivers of flexible packaging and key expense information. In addition, the SOI provides a breakdown of the flexible packaging industry by major end-use segment including retail food and non-food, institutional food and non-food, industrial applications. Medical and pharmaceuticals, and consumer products. Over the last few years, FPA has also conducted a non-member outreach survey to gather meaningful data from non-members in the industry to add additional insight and perspective. Beyond the member and non-member survey information, FPA also utilizes U.S. Census Bureau, Foreign Trade Division, Bureau of Labor Statistics, U.S. Departments of Labor and Commerce, industry analysts, investment banking reports and other authoritative sources to provide a more complete and insightful picture of the flexible packaging industry. The State of the Industry Report is available to FPA members free of charge and can be purchased by non-members for $10,000.

Pulse of the Industry Report
The FPA conducts a series of quarterly surveys to gather data and report back to FPA members regarding performance against several key industry attributes including sales revenue, volume, inventory, capital expenditures, profitability and utilization. The data collected covers performance levels for the latest quarter versus the previous quarter and the same quarter of the previous year. In addition, information is gathered concerning members’ outlook for sales and volume for the next quarter versus the current quarter.

Cost Earnings Report
Published annually, the Cost Earnings Report examines key operating factors, including cost component information on labor; sales, general, and administrative expenses; materials and other manufacturing; receivables aging; capital spending; inventory turnover; and delivery lead times. Flexible Packaging Industry Compensation Report
The report provides information on flexible packaging industry salary levels and hourly rates by company/plant size, region, and primary manufacturing operations, and is published every three (3) years. FPA/PMMI Best Practice: Transitioning Flexible Materials Report
To help identify the key challenges experienced by CPGs when transitioning between different flexible materials, the Flexible Packaging Association (FPA) partnered with PMMI Media Group Custom Research to develop best practices to address these challenges. The main objectives of the project were to uncover the key operational challenges and barriers to switching between flexible materials in CPG production lines; and to create a best practices document as an industry guide for CPGs, original equipment manufacturers (OEMs), and materials suppliers/converters on the most effective way to transition between flexible materials.

We entered 2026 in a classic downcycle: oversupply, weak demand, and margins at decade lows. Polyethylene and polypropylene producers were under sustained pressure, with limited levers to recover profitability in a globally long market.
Then came the disruption. The Middle East conflict and the effective shutdown of the Strait of Hormuz removed a massive volume of polyolefins from the global market. In a matter of weeks, the industry shifted from oversupplied to structurally tight. That shift changes everything.
