A Value Chain Road Map for Film and Flexible Packaging

California’s SB 54 sets a clear mandate: Achieve a 65% recycling rate for film and flexible packaging (FFP) by 2032 or be phased out. Yet current recycling rates for these materials remain extremely low, underscoring a fundamental gap between regulatory ambition and system capability. Across the plastics industry, stakeholders are advancing solutions. Efforts are underway to improve collection, enhance sorting and preprocessing, scale recycling technologies, and develop end markets. The Peer Collaborative—made up of organizations including the Flexible Film Recycling Alliance (FFRA), the Flexible Packaging Association (FPA), The Recycling Partnership (TRP), Circular Action Alliance (CAA), the American Chemistry Council (ACC), and the Alliance to End Plastic Waste (AEPW)—aims to demonstrate both commitment and momentum in addressing the recycling challenges for FFP.
