The Flexible Packaging Association (FPA) is writing to offer our support for the Department’s effort to draft four statewide recycling collection lists, for the Recycling Reform Act enacted in 2025, that identify criteria for four different forms of collection: residential recycling and composting, public place recycling, and alternative collection. This is a critical component of Washington State’s pending extended producer responsibility (EPR) program for packaging.
