FPA Submits Comments to CAA for Its California Program Plan

In the introduction to the California program plan, CAA notes that "California proposed to advance not only waste management system improvements, but also a broader public health and environmental equity strategy that looks to reduce pollution burdens while expanding more sustainable materials management systems [SMM] statewide." FPA views SMM as a systemic approach to using and reusing materials more productively over their entire life cycles—from extraction of raw materials, through design, manufacturing, use, and eventual disposal or recovery. SMM includes the goals of reducing environmental and human health impacts, conserving natural resources, minimizing waste generation, and promoting economic benefit.
