House Subcommittee Hears Testimony on 2 Recycling Bills

The House Energy & Commerce Committee’s Subcommittee on Commerce, Manufacturing and Trade heard testimony concerning two bills related to packaging and recycling this past Wednesday, July 22, as part of a wider hearing focused on strengthening consumer protections. The bills in question were H.R. 6832, the Packaging and Claims Knowledge (PACK) Act of 2025, and H.R. 7502, the Recycled Materials Attribution Act (RMAA). Congressman Randy Weber, a Republican representing Texas, introduced the PACK Act last December, calling it “commonsense legislation to establish the first voluntary federal standard for environmental claims on packaging and put an end to misleading ‘green’ labels that confuse consumers and undermine real recycling efforts.” The PACK Act would promote science-backed, industry-driven standards for environmental labeling, he says, allowing companies to make environmental claims only if those claims are scientifically verified and recognized by existing recycling or composting programs.
