What’s Next for EPR in Maine?

Seven states have enacted comprehensive extended producer responsibility (EPR) laws for packaging. But for Maine, the state that passed the nation’s first EPR law in 2021, the implementation timeline is now up in the air, but not completely off the table. Maine’s August request for proposal (RPF) deadline came and went with no stewardship organization (SO) — also known as producer responsibility organization in other states— stepping up to submit a bid. Circular Action Alliance (CAA), the producer responsibility organization for the other six EPR states, bowed out of bidding, citing structural misalignments related to Maine’s unique municipal cost reimbursement model and data stewardship requirements.
